Project specific Objectives

   The system should be able to have (fulfill) at least the following points:

v   To design and implement BSC automation system for all bureaus, agencies, institutes, sub cities and woredas up to individual levels.

 

[In each scorecard there are four known BSC perspectives, namely, customer perspective, Finance perspective, Internal Business Process (IBP) perspective, and Learning and Growth (LG) perspectives. In each perspective there are a number of strategic objectives, in each strategic objective there are measures. So that, the measures define the objectives performance, and the objectives define the perspective performance. The perspectives performance defines the strategic performance].

 

v   The system should align the objectives which are common, shared and unique objectives particularly during cascading.

v   The system builds the skills to improve organizational performance with a BSC approach customized   to our planning, implementation and day-to-day operational needs.

v   The system should be secured and only authorized users must access it.

v   Validate BSC Specifications

v   Data Analysis & Technical Environment Preview

v   Must support multi types of data (all types of data such as text, number, currency, audio, video, pictures etc…)

v   The system should support at least two languages namely English and Amharic (local languages). Amharic is mandatory to the system since all sectors use the language in developing and implementing the system.

v   The system should support Alert Management. Alerts can be set if threshold is certain threshold is breached e.g. Yellow or Red color. Alerts can be published to user’s dashboard or portal. Alerts can be sent to Email and SMS to authorized user (s)

v   The system should have a login screen and there must be a prioritizing access method.
