Existing System        

As a temporarily solution, the city administration has developed an automation system using Microsoft Excel program. All government sectors are currently using excel program. A step forward was achieved and some experience was gained in the Excel format project. However, it has the following drawbacks:

v   Excel can be considered for data-entry purposes but not to manage your day-to-day activities rather monthly, quarterly, semi annually and yearly.

v   Excel does not fully automate the city BSC system. Particularly for cascading purpose

v   Excel  requires time-consuming maintenance

v   Excel  do not allow collaboration

v   With Excel it is not easy to link scorecards or automate data  integration

v   With Excel we cannot  drill-down to cascaded scorecards

v   Excel lack critical analytical tool

v   Since it is an application program it is a time consuming approach in order to develop a BSC automation system for all stake holders.

v   The system does not have secured access for potential users and the data can easily be manipulated.

v   The system does not have standard score measurement system from Woredas to head office in the city.

v   The system lacks detailed system requirement analysis.

v    The system lack clear and updated performance measurement.

v   No proper software tool is set for the updating of the system and updating the organization information.

v   The system does not support proper data flow between different work units in the city administration.

v   Even though the excel format is good reporting mechanism in case of graphics and raw analysis, but inflexible reporting system. Does not provide queries.

v   Excel is not scalable
