Project over All Objectives

The Addis Ababa Information and Communication Technology Development Agency (AAICTDA) is highly committed to insuring a Web Based Balanced Scorecard (BSC)   for the city administration having (fulfill) at least following points. Consultants are highly encouraged to bring and add up better experience in the field. (The following points are not all inclusive)

v   Fully automate the BSC for all government bodies such as sector offices, agencies, institutes, sub cities, woredas, core process units, sub process units, and for others. The system should be used as a communication, management and performance measurement tool.

v   To provide efficient collaboration, elimination of manual and repetitive tasks, and deploys an online service in the city administration.

v   It must support any BSC methodologies, plat forms and Science.

v   It must clearly show the mission, vision, core values, strategic objectives, strategic measures, base lines, performances and targets according to the nine basic steps of BSC concepts.

v   It must provide the required report according to the organizations’ need. (It should at least provide an  hourly, daily, weekly, monthly, quarterly, semi annually, annually, on demand report)  

v   Communication, collaboration and knowledge can all be enhanced using an automated system particularly on cascading.(vertical, horizontal)

v   To enhance data retrieval and tracking thus leads to better accuracy, reliability and timeliness.

v   For spontaneous analysis, reporting and discussion group

v   Ability to view cause-and-effect relationship

v   Automation reinforces the methodology and enables true enterprise deployment and adoption.

v   To keep the alignment during cascading from the higher level to the lower level or vice versa.

v   To Support both quantitative and qualitative Information for authorized users.

v   Allow creation and linkage of organizational and personalized Scorecards. Create and manage scorecards across business units and build individual scorecard portfolios.

v   Enable dynamic communication. More than a reporting vehicle it is a strategic feedback system. It must support feedback loops, dialogue, comments, personalized assessments and initiative management.

v   Be easy to set-up and maintain. Standard implementation features with case-of-use and secured system.

v   To communicate among users and more importantly ability to support cascading.

v   To link the measures to strategic objectives, strategic objectives to perspectives, perspectives to vision and mission. Using drill-up and down using cause and effect relationship.

v   It must support at least dual languages, Amharic (Local Language) and English.
